Message From The President

The Society of Consulting Architectural and Engineering Firms, Nepal was formally established on 20 November 1990 as a ‘non-governmental organization’ through a collective effort of the consulting firms. It is also registered in the Social Service National Coordination Council to function as an NGO.

The GON has recognized SCAEF as ‘National Body of Consultants’ on 15 August 1996 and has designated the Ministry of Physical Infrastructure and Works as ‘Line Ministry’ to look after the interest of consulting firms on 22 February 2005. The SCAEF is also affiliated to the International Federation of Consulting Engineers (FIDIC) as the ‘Member Association’. It also participates in FIDIC Asia Pacific activities.

The SCAEF has also made a number of bilateral MOUs with consulting societies of India (CEAI), China (CNAEC), Thailand (CEAT), American Society of Nepalese Engineers (ASNEngr), etc. and conducts technical exchanges in the relevant matters.

The SCAEF has played a key role in the betterment of the consulting industry and to a larger extent the construction industry as a whole. The key achievements of SCAEF include the abolition of the bid and performance bonds in the consulting assignments. At the same time, trainings on the business opportunities and enhancing technical and managerial skills are continued. The SCAEF is also pursuing the betterment of the acts, regulations, and directives through its advocacy with the concerned entities. The SCAEF has recommended a list of desirable changes in the Public Procurement Act, Public Procurement Regulation, and Standard Request for Proposal.

The SCAEF has also been at the forefront to bring international best practices through a series of national and international conferences. The SCAEF had convened international conferences in 1998, 2009, and 2019 through collaboration with FIDIC and TCDPAP, and national institutions. It is notable that the 3rd International Conference jointly organized by the SCAEF and National Reconstruction Authority in 2019 has become a key milestone in our networking. A set of 21 resolutions were drawn through intensive deliberations to promote resilient infrastructures. A post-conference proceeding (ISBN 978-9937-0-6903-8) was published in December 2019. The SCAEF also publishes publications such as SCAEF Outlook and SCAEF Mirror. The last issue of SCAEF Mirror was published in December 2021.

The SCAEF had played a key role to train architects and engineers (about 2,000) in the vulnerability assessment of affected structures after the Gorkha Earthquake of 25 April 2015. Subsequently, training in retrofit design was also a big CSR contribution. Similarly, the SCAEF had partnered with NEA, SONA, and RUPSON in preparing a report to the NPC suggesting appropriate actions in the affected districts. The SCAEF also partnered with Nepal Geotechnical Society, Nepal Tunneling Association, Nepal Landslide Society, National Society Earthquake Technology, etc. for technical and managerial training programs.

The 17th Executive Committee of the SCAEF should further elevate the Image of SCAEF and its Member Firms. In general, the EC follows Standard Operating Procedures approved by the 16th EC. A host of issues related to the consulting industry are identified by the current EC and their possible solutions are recommended to concerned entities. Appropriate steps will be taken to decide on follow-up actions through Sub-Committees. The EC also focuses on membership growth, chapters formation, and pursuing the formulation of the CSDA to provide a conducive legal framework to operate, regulate and promote the consulting services in Nepal.
